2005 Mustang Gt Fog Lights Not Working

I have a 2005 mustang gt my outer headlights work fine my inner headlights and fog lights that run off a toggle switch dont work i had two good mechanics working on it seems to be that the after market dual relay on the driver side fender is not getting power.
